Sun City Analytical, Inc. Digital Signature and Sample Submittal Policy.

1. Digital Signature – Acceptance shall be used to validate the signer’s identity by the transmittal here forth known as CHAIN OF CUSTODY (COC) and will thus be used in lieu of a traditional wet signature. By signing, the signer acknowledges acceptance of responsibility for the samples submitted to Sun City Analytical, Inc. (SCAI) as herein described.

2. Chain of Custody – Legal documents that identify the samples in the transmittal between the client and SCAI. Samples submitted to SCAI must be accompanied by this COC. A wet signature will be added to the COC by SCAI upon receipt. Please note that this signature does not affect the turnaround time on the COC. Samples must first be verified prior to acceptance. See section 3 herein for more information.

3. Sample Submittal – Upon completion of the COC form, the client must print the COC and submit it along with the samples to SCAI’s offices located at 1409 Montana Ave., El Paso, Texas 79902. The COC must be submitted with samples whether payment has been made thru the www.suncityair.org on-line payment option or not.

3.1. Sample Verification – Upon receipt, SCAI shall verify that the information on the COC matches the actual samples submitted. If any inconstancies are found, SCAI Laboratory shall contact the client using the contact information submitted in the COC. SCAI will also verify that the samples submitted were collected on the proper media for analysis. Submittal of samples on wrong media may cause a delay or rejection of the sample. Samples submitted are subject to rejection from the laboratory based on federal requirements as noted in section 3.4 herein.

3.2. Turnaround Time – SCAI’s on-line sample codes are based on analysis type and turnaround time. Upon verification and acceptance of samples, SCAI will perform the sample analysis within the time specified on the COC. Any changes to the turnaround time are subject to price change. The client is responsible for cost differences associated with the samples submitted. SCAI will contact the client whenever a fee increase is identified during the sample verification process. The turnaround time is the time frame from which the samples are approved by SCAI and the time when sample results are completed.

3.3. Sample Analysis/Results – Analysis will be performed by SCAI’s in-house accredited laboratory. A sample certificate will be generated based on the information submitted on the COC. The certificate will be submitted to the client via e-mail, phone, or postal service (as instructed in the COC). Any needed changes to the certificate of analysis must be done in writing.

3.4. Composite/Multi-Layered Samples and Fees – (Based on Asbestos NESHAP Clarification Regarding Analysis of Multi-Layered Systems [Federal Register: December 19, 1995 (Volume 60, Number 243)][Rules and Regulations][Page 65243-65244]From the Federal Register Online via GPO Access [wais.access.gpo.gov]) The ENVIRONMENTAL PROTECTION AGENCY (EPA) under section 40 CFR Part 61[FRL-5399-3]Asbestos NESHAP Clarification Regarding Analysis of Multi-Layered Systems requires that in a multi-layered sample, each layer be analyzed independently. According to the EPA rule, composite sample analysis is not permitted. In the event that a composite/multi-layered sample is submitted, SCAI will contact the client for instructions. The client then will have the option of designating which layer they want analyzed, or accepting the additional cost of analysis.

3.4.1. Example: If the client submits on a COC a floor tile sample and upon receipt the lab identifies that the actual sample container associated with the COC contains both a floor tile and adhesive sample (composite/multilayer), the sample must be validated by the client. This sample can either be read as only floor tile, in which the adhesive will not be analyzed, or the client can ask that the adhesive to be analyzed as an additional sample. If the client elects to add the samples analysis, SCAI will add the necessary samples to the COC in a chronological order. This additional sample is subject to charge at the same rate submitted on the original COC.
