Objective: Training in hazard and risk assessment techniques, personal protective equipment, spill control and containment, decontamination and standard operating procedures in accordance with OSHA 29 CFR 1910.120, Subpart H, Appendix E, Training Curriculum Guidelines (Non-Mandatory), C. Emergency response training, (a), (1)

Course Target: First responder awareness level training is for individuals who are likely to be witness to or to find a hazardous substance release and report it.  The training must prepare responders to understand all aspects of hazardous substance, including emergencies, recognition of hazardous substances, their role in the emergency response plan and who to contact for assistance.

Course Content:

  • Necessary skills as identified in OSHA 29 CFR 1910.120 (q)
  • Hands-on use of current Emergency Response Guidebook (ERG) and familiarization with OSHA 29 CFR 1910.1201
  • Review of principles and practices in analyzing incidents, determination of hazardous substance being present, basic hazard and response information for each hazardous substance present
  • Review procedures for implementing response actions with local emergency response plans
  • Review the organization’s standard operation procedures (SOP)
  • Review ERG’s emergency notification procedures and follow-up communications
  • Review of but not limited to the following hazards: fire and explosions; confined spaces; electrical and powered equipment; motor vehicles; walking and working surfaces
  • Review of awareness and knowledge of competencies for the First Responder Awareness Level in NFPA 472– Professional Competence of Responders to Hazardous Materials Incidents / Weapons of Mass Destruction Incidents
